アーキエイド、発災3周年のステートメント

三度目の3月11日をむかえて

東日本大震災の発災から三年をむかえます。 被害に遭われた皆様にあらためて心よりお見舞い申し上げます。

被災地では、インフラの復旧にあわせて多くの復興計画が実施にうつされ、本格的に建築再建の段階に入ってきました。アーキエイドが取り組んできたいくつかの先駆的プロジェクトは優れた成果を挙げ、被災者から強く支持され、内外から高い評価を得ています。その達成は、このアニュアルレポートとウェブサイトに報告されているとおりです。

とはいえ全体を俯瞰すれば、深刻な人手不足、資材価格の高騰などから建設工事の遅れが目立ち、実際に建物が姿をあらわし、人々の日常を受け入れるようになるには今しばらくの時間が必要です。遅々として進まぬ状況への苛立ちが、建築家への批判として現われることがあります。住民の当事者意識や行政の柔軟さのわずかな差が増幅されて進捗に格差が生まれることがあります。モチベーションを失って被災地を去る人々も少なくありません。

しかし、住民との信頼関係を築いた建築家たちは、そうした困難そのものを地域と共有し、やがてあらわれる空間の豊かさを信じ、地道な活動を粘り強く続けています。参加する学生たちもこのプロセスに多くを学び、実践の経験から普遍的な方法を身に付けようとしています。そして、三年間の活動の中で培われてきたネットワークの広がりを活かし、従来の建築系専門家の枠を超えてさらに外部へと関係を拡張し、被災地に求められるあらゆる協働を加速するプラットフォームとして、他分野の人々を積極的に現場につなげ、より多面的で実践的な復興支援を可能とする展開を始めています。

発災から3年。巨大な災害からの復興にあたって、建築家たちがその責任を全うすることへの皆様の強い期待に応えるべく、状況の進展に鋭敏に反応しながら、しかしミッションからぶれることなく、建築家による復興支援ネットワークとして、アーキエイドは努力してまいります。皆様のますますのお力添えをお願いいたします。

ArchiAid the Third Anniversary of the Tohoku Disaster Statement

Commemorating March 11th for the Third Time

It has been three years since the Great East Japan Earthquake. Again, we would like to express our heartfelt sympathy to everyone who suffered from the disaster.

In the afflicted area, many reconstruction programs have been instituted in parallel with the restoration of infrastructure, entering the stage of full-scale architectural recovery. Several of the pioneering projects ArchiAid has conducted proved fruitful, receiving strong support from the people of the afflicted area as well as high evaluation from both Japan and abroad. Achievements made by ArchiAid are presented in this annual report and on our website.

In regard to an overview of the afflicted area as a whole, conditions are apparently lagging behind in terms of construction operations due to a serious labor scarcity and rising material prices. It will definitely require quite some time for buildings to be completed that support people’s everyday life. Frustration with the snail pace of reconstruction at times manifests as criticism toward architects. Also, the gap existing between the local people’s sense of ownership and the level of flexibility of the administration can get amplified and widen a sense of disparity in the recovery process. In response, a number of local residents have lost motivation and left their homes.

Under such conditions, architects, who have cultivated a trusting relationship with local people, share such difficulties with the community, believe in the richness of a space that will materialize soon, and continuously provide their quiet dedication with persistence. Students, who joined ArchiAid, have learned a lot from this process and are aspiring to acquire a universal method from practical experience. Moreover, utilizing an expansive network that they cultivated during the three years of activities, these architects have gone beyond their expertise in an effort to expand relations outside of an existing architectural realm. Using ArchiAid as a platform that accelerates every cooperative effort required in the afflicted area, they actively brought in people from various different fields onsite and have initiated projects that would make more multifaceted and practical reconstruction support possible.

Three years from the great earthquake: In facing recovery from this massive disaster, and in an effort to meet strong expectations from the people of Tohoku that architects’ commitment is fulfilled, we, ArchiAid, will respond to every development of conditions with care and, while maintaining our original mission, continue to exert our efforts as a reconstruction support network of architects.
